Management and Program Analyst

This position is with the Office Chief Administrative Officer (OCAO). The ideal candidate would be an individual with knowledge, skills, and expertise in the use of asset management technologies, construction methodologies, as well as overseeing maintenance and management of investments in buildings/facilities, infrastructure, and operation of building systems. Will bring strong understanding of how technology supports data-driven decision-making. Will demonstrates sound judgment and commitment.

What will I do in this position if hired? In this position, you will collaborate analyzing and evaluating real property, facilities, infrastructure, or administrative program operations to assess effectiveness, efficiency, performance, and resource utilization. Typical assignments include: Assessesing the efficacy and efficiency of FEMA's IT infrastructure supporting real property data reporting requirements. Develoing and supporting performance management processes, reports, data tools, or systems used to monitor program progress and inform management decisions. Collecting, reviewing, and presenting program data from multiple sources to support planning, reporting, process improvement, and long-range program objectives. Providing recommendations to management on program operations, resource planning, capital planning, policy implementation, or process improvements. Coordinating with internal and external stakeholders to support program reviews, data-sharing efforts, project tracking, and implementation of management initiatives. Leading or supporting management analysis projects, including identifying issues, developing options, tracking milestones, and reporting progress to management. What else do I need to know? Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
